MINISTERIAL ANNOUNCEMENT – WORK-BASED LEARNING UPDATE

The Minister for Vocational Education, Hon. Penny
Simmonds, has announced the results of the recent
work-based learning consultation held in February, titled A better pathway for apprentices.
From 1 January 2026, work-based learning (WBL) divisions
will transition out of Te Pūkenga and into newly
established Industry Skills Boards (ISBs). Under this
new structure, polytechnics, PTEs, and Wānanga will
be able to offer work-based learning, with industries
working directly with providers to deliver
programmes for sectors currently supported by Te
Pūkenga WBL divisions.
This announcement is part of a broader set of
Government decisions shaping the future of the
tertiary vocational sector. The next stage is
consultation on the number and scope of the
Industry Skills Boards, which is currently open and
closes on 20 May 2025.
